Weber Ave., Stockton,CA 95202 (209)468-3962 <br /> ADDITIONAL INFORMATION FOR INCIDENT NUMBER- XSJ-03021 <br /> All times and amounts in this narrative by OES4 are approximate <br /> On 6/21/06 at 1415 OES4 arrived o/s and observed two apparently abandoned cylinders on an <br /> empty property lot at 2915 Howe street,Stockton,California. The cylinders were along the side of <br /> the road in a predominantly residential neighborhood. One cylinder was a horizontal 200 gallon <br /> propane tank. All valves were open and the cylinder was apparently empty. The other cylinder was <br /> rusted but robust and stable in an upright position This latter cylinder was a 150 pound cylinder <br /> with a straight-stem valve array,no frangible disk,and with the valve array bolted to a small cylinder <br /> access disk. Due to age and rust,it was impossible to open the cylinder in an attempt to determine <br /> whether it was full or the exact nature of the contents. Due to the flat shape of the top,the valve <br /> array and the access plate,it was determined the cylinder was probably an acetylene tank. Due to <br /> possible instability issues,no further physical action would be taken by OES. <br /> OES4 contacted OES3 of the situation and contacted the California Department of Toxic Substance <br /> Control (DTSC)to request a Hazardous Materials Contractor further identify and remove the <br /> cylinder for proper disposal. The DTSC Watch Officer,Mr.Jim Papararo concurred and <br /> contracted with Parc Specialty Contractors(PSC)to further mitigate the situation(ERER <br /> 2006-06-10).OES4 remained o/s to monitor site safety conditions and to keep curious onlookers at <br /> a safe distance. <br /> PSC arrived o/s at 1845 and concurred with OES4 as to the nature of the cylinder(dissolved <br /> acetylene gas). PSC weighed the cylinder and determined the weight as 213 pounds with a cylinder <br /> weight(by type)of 150 pounds. Thus,63 pounds of potential acetylene was in the tank. PSC <br /> determined the cylinder to be in sound condition and safe for transport. The cylinder was properly <br /> labeled and shipping papers completed for later incorporation into a Hazardous Waste Manifest. <br /> PSC departed with the cylinder at 1945 to their TSDF site in Sacramento. The propane cylinder <br /> was tagged as empty. SJC Public Works is to remove the cylinder as scrap metal.OES4 departed <br /> the scene at 1950. <br /> Page 3 <br />
