Analysis <br /> Background <br /> There is an existing wireless services tower located approximately one mile south of the project site in the <br /> Taft Community Park. The applicants have stated that they are unable to collocate on the existing pole <br /> because there is no space available within the 20-foot range where the applicants need to locate on the <br /> tower. <br /> Zoning <br /> On May 25, 1997, the San Joaquin County Board of Supervisors approved Development Title Text <br /> Amendment No. TA-97-1, which added the Wireless Telecommunications Facilities to the Development <br /> Title and grouped all commercial activities that provide electronic communication of information and <br /> entertainment to the public under the Communication Services use type. Under the new requirements, <br /> the proposed 70-foot-high wireless services tower would be classified as a 'Communication Services - <br /> Type II' use type, which may be conditionally permitted in the R-L zone with an approved Use Permit <br /> application. Wireless services are regulated by the Wireless Bureau of the Federal Communications <br /> Commission (FCC). The proposed project is consistent with the provisions contained in the Wireless <br /> Telecommunication Facilities ordinance. <br /> The Stockton Metropolitan Airport elevation is 30.5 feet, USGS Datum. The horizontal surface elevation <br /> for the airport is 180.5 feet, USGS Datum. No structures in this area may exceed the horizontal surface <br /> elevation of 180.5 feet, USGS Datum. This means that no structure can exceed a height of 150 feet. The <br /> conical surface extends above and outward from the horizontal surface on a 40:1 slope. The proposed <br /> 70-foot-high tower is within the conical surface but is below the conical surface elevation. <br /> Airport <br /> The site is located approximately 2.3 miles from the northern end of the Stockton Metropolitan Airport <br /> runway. In their referral response,the County of San Joaquin Department of Aviation, Metropolitan Airport, <br /> stated that they do not object to the proposed project as long as authorization is obtained from the <br /> Federal Aviation Administration prior to construction. Before construction can begin, the applicant is <br /> required to submit a Notice of Proposed Construction or Alteration (FAA Form 7460-1) to the Federal <br /> Aviation Administration. <br /> Neighborhood Opposition <br /> One letter and a petition containing 50 signatures have been received in opposition to the proposed 70- <br /> foot-high tower. The opponents state that this project will bring more unwanted construction to this <br /> community and that there is already a cellular tower in the Taft Community Park, <br /> San Joaquin County UP-97-2/White <br /> Community Development Page 5 <br />
