Tentative Parcel Map <br /> The included TPM shows Parcel 1 being fully developed. Parcel 2, located on Del Mar Avenue, <br /> is vacant. Each parcel will contain 7,280 SF. The location map shows access to Washington <br /> Street from Wagner or Del Mar Avenues. The map indicates the site is not in the 100 year Flood <br /> Zone. <br /> �- Environmental Health Department, SJC <br /> Many of the on-site septic systems have been abandoned with the option of connecting to a sewer <br /> service. Permits of Record were obtained on Washington Street and Wagner Avenue and <br /> reviewed for any adverse condition. Destruction permits for on-site septic systems were found at 3,2 h-77) <br /> four locations on Wagner Avenue at: 112, 115, 138 and 146. <br /> Environmental Questionnaire l <br /> The owner Gerald Gunter completed an environmental questionnaire and it is included in this <br /> report. <br /> EVALUATION OF PAST AND CURRENT SOURCES OF CONTAMINATION IDENTIFIED <br /> There are no known on-site sources of contamination at 138 N. Wagner Avenue. The Marley �3 '� �(•i� <br /> Cooling Tower Company begins on the west side of N. Wagner Avenue and extends to N. <br /> Sinclair Avenue. The treatment of wood with chromated copper arsenic solution began in 1966. <br /> In 1982 the solution was changed to an acid copper chromate. In 1984 a settlement agreement <br /> with DHS and RWQCB was completed. Marley is in the process of RCRA closure of a surface <br /> impoundment and is installing a ground water extraction and treatment system. (From EDR <br /> Documents) <br /> The documents indicate soil contamination and at least one water well was contaminated and (36) <br /> closed. On page 7& 8 of Map Findings, EDR Document,the findings in 2001 were that the <br /> migration of contaminated groundwater is under control at the facility. The efforts to cleanup the <br /> soil are continuing.. The public water supply(Cal Water) should be able to maintain an adequate <br /> supply of potable water, should more wells be affected. The health problems, if any, associated <br /> with the contaminates is beyond the scope of this report. Current human exposures are expected <br /> to be under control at the facility under current and reasonably expected conditions. <br /> The Franklin High School has continued in it's present location,which is to the north on an <br /> adjoining parcel. The Marley Site is surronded by residences and the High School. <br /> CONCLUSION AND RECOMMENDATION <br /> The documents indicate the Marley Cooling Tower Company Site is a RCRA enforcement/closure <br /> site. Funds are available for Staff support for oversight/monitoring of remedial activities. The �� 1 <br /> available documents indicate progress has been made in the recovery efforts. Since all utilities are J <br /> available on Del Mar Avenue for residential development the approval of the Minor Subdivision <br /> 3. <br />
