San Joaquin Valley
Unified Air Pollution Control District
May 24, 1993
Richard Larrouy j -
Associate Planner
M : .; h 1993._
San Joaquin County
Community Development Department UIvIiYiUivl l ! 1Ctw; ai_": U (,
Planning Division PLANNING DIVISION
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SPECIAL PURPOSE PLAN PREAPPLICATION TO ALLOW THE DEVELOPMENT
OF 23.89 ACRE PARCEL WITH A RECREATIONAL VEHICLE PARK, BUSINESS
COMPLEX, 60 UNIT MOTEL, FAST FOOD RESTAURANT AND GAS STATION
The San Joaquin Valley Unified Air Pollution Control District has reviewed the above-
referenced project and has the following comments and recommendations:
1 . San Joaquin Valley's air quality relative to National and State Ambient Air Quality
Standards has been designated as a non-attainment area by the California Air Resources Board
as follows:
PM-10 - Non-attainment
CO - Non-attainment (for Stockton Urbanized Area only)
Ozone - Non-attainment
The California Clean Air Act,AB 2595, requires counties which are designated non-attainment
to achieve a 5% annual reduction in emissions until the standards are met.
2. This project will consist of a variety of land uses which may generate significant amounts
of vehicular traffic. Subsequently an air quality impact will occur unless mitigation is applied
to the project. However, there needs to be an assessment of the air quality impacts resulting
from this project prior to applying any mitigation measures. Therefore, based upon the
concern of the lack of air quality impact analysis prepared for a project of this size, the District
would recommend that either an specific air quality analysis be prepared or that an
environmental impact report be prepared for this project. The air quality analysis should
address the following issues:
A. The impact on air quality due to this proposed project,
B. The overall evaluation of the current and future air quality in the San Joaquin
Air Basin,
C. The cumulative effect on the air quality on present and future developments,
if any, close to the project, a list of projects and their resulting air quality
impacts should be listed.
®Pnntea Recvc1ea Paper
