Ms. Mueller indicated that Mr. Sweeso informed her that there were a lot of repairs to the building that were not completed. Mr. Martin asked Mr. Matuska if he had any information on the building repairs. Mr. Matuska indicated that Mr. I^arano informed him that the Business Licensed was issued in error, and that it should have been issued after the final approval of the project as is normally done. Mr. Matuska also informed staff that the Business License has since expired. Mr. Martin indicated that one issue is whether or not the first site approval expired and whether i or not the applicant still has a business license to operate. Mr. Martin informed Mr. Hernandez , and Mr. Arroyo that the first site approval is a separate issue from the site approval that is in question. Mr. Hernandez questioned condition (1) which required merger of the lot that the business is on. Mr. Hernandez indicated he only has one lot, one parcel. Ms. Mueller informed Mr. Hernandez that according to the Property Deed it shows that Mr. Hernandez is the owner of Parcel #143- 130-19, 21, 23, 25, & 24. Mr. Hernandez said that there is only one lot. Mrs. Mueller informed Mr. Hernandez that he is using all the parcels as one lot, but legally there are five (S) lots. Ms. Mueller reviewed the Development Committee memo with Mr. Arroyo. Mr. Arroyo questioned the landscaping. Mr. Martin discussed options that could be used as a landscaping strip. Mr. Martin informed Mr. Arroyo that the landscaping is only required between the parking and the wall. Mr. Arroyo asked what the difference was between heavy and light auto repair. Ms. Mueller indicated to Mr. Arroyo that after the meeting she will give him a description on what you can do in heavy and light auto repair. Mr. Martin informed Mr. Arroyo that light is basically tune-ups, changing oil and batteries, heavy is auto body type repair, painting,! rebuilding engines. Mr. Darrow discussed the building code requirements noted on the memo. Mr. Martin reviewed the car issue with Mr. Arroyo. Mr. Martin informed Mr. Arroyo that the parking conditions will remain the same as the first site approval. Mr. Neely reviewed Public Works requirements. Mr. Godinho reviewed Environmental Health Divisions requirements. Mr. Godinho asked Mr. Arroyo if he has a permit from the Environmental Health Division to store and use the oil. Mr. Godinho asked Mr. Arroyo what he does with the oil after it is changed, and asked if Mr. Arroyo has a permit to store the oil. Mr. Arroyo.indicated that he did not know he needed a license for that. Mr. Godinho informed Mr. Arroyo that he needs a hazardous waste permit from the Environmental Health Division. kk Mr. Arroyo asked when he needs to turn in the improvement Plan. .: 1 Mr. Martin informed Mr. Arroyo that in 90 days he will need to meet the conditions of approval for Phase One.
