LSurface &Subsurface Contamination Report Page 2
Sandhu Property
Project No. 522.1
March 9, 2006
maintains a canal adjacent to the Property. A capp d PVC ri er near the middle
. of the Property reportedly protects an idle water odu on well. The well
report as not been used for many years. Details of the well construction
L. are of know . Near Welty Road is a segment of a concrete wall that appears to
be a kemnant of a former building. There are no utility transformers likely to
contain PCB-based dielectric oil situated on the Property.
The site is further described in Section 4.0. See also the maps in Appendix A,
and photos in Appendix B for graphical information.
Past Use of Property
For the most part, the past use of the Property has bee gricultural. 'The 1937
L air photo suggests the Property was used as pasture lah4, and what appears to
be a farm building complex is visible near the northeastern corner of the parcel.
;,, For a short time from about 1944 and extending possibly to 1946, the Prop
was the site of a prisoner of war camp, and was used to house abou 250
captured German military personnel. The camp was operated as part o a
► larger military installation included a naval air station and military hospital
(Appendix F). These installations were located elsewhere in the Vernalis area.
L No documentation has been found regarding construction details of the camp, .
but a 1950 air photo shows the buildings which include what clearly are rows of
wooden barracks buildings as well as several larger structures which
presumably included space for guards and administrative personnel and
` possibly recreational facilities for the prisoners. The existing segment of
concrete wall on the Property appears to be a remnant of one of the support
L buildings. The idle water well may also have been used by the prison camp for
potable water. The prison buildings were demolished at various times from the
end of the war until 1972-when the, last of the buildings were removed. The
L, 1963 air photo Appendix C sha4vs that fewer than half of the original
buildings remained`-at time. No information is available regarding what, if
any, use the buildings were put to after the prison camp closed.
While details of the former prison camp are mostly unknown, it appears unlikely
to have been a source of contamination except for nitrates sourced from the
presumed latrines or septic tanks that must have been present. On the other
hand, the camp was in operation for only a few years, at most, and the potential
Lsource of nitrate contamination must have been short lived.
From abouttr2o the early 99 's, the Property was the site of an almond
orchard. Presumably, agricultural chemicals were used during this pe^iio3'
1-
2937 Veneman Ave.,#B240 Geo-Phase Environmental Inc.
