It is my opinion that the LLA is <br /> drastically stretching the intent of the Lot Line Adjustment as <br /> allowed in the Subdivision Map Act. The City of Stockton defines <br /> a Lot Line Adjustment in their Municipal Code as " . . .a minor shift <br /> or rotation of an existing lot line. . . " . History teaches that the <br /> LLA originally came into being to allow for the adjustment of lot <br /> lines that ran through buildings, or that didn't allow sufficient <br /> setbacks. <br /> I grant you that the distinction has little affect on the final <br /> outcome of this built-out area, but I will argue that "new building <br /> sites" are formed where a building is placed in a position that <br /> otherwise would have straddled a property line. <br /> Lot Line Adjustments shouldn't be used simply to avoid the Parcel <br /> Map process. <br /> PAUL M.
