Resolution No. R5-2003-0106 _ 10- <br /> Waiver <br /> 10- <br /> Waiver of Waste Discharge Requirements for <br /> Small Food Processors,Including Wineries, <br /> Within the Central Valley Region <br /> d. Solids that are applied to land shall be managed in a manner such that no liquid in the <br /> material runs off the application area. No free liquids shall be included in livestock <br /> feed. <br /> e. The buffering capacity of the soil profile shall not be exceeded due to the disposal of <br /> solid waste on the land. <br /> f. Solid waste shall be applied to land at agronomic rates. <br /> g. Grape stems may be segregated from the rest of the solid waste and applied to the <br /> vineyard property, including dirt roads, for erosion control. However,the stems must <br /> be applied in a manner and at a rate so as to prevent runoff into surface waters during <br /> storm events. <br /> h. Any on-site composting shall comply with the composting regulations found in Title <br /> 14 CCR, Division 7, Chapter 3.1. <br /> D. General Conditions <br /> 1. Each Discharger granted coverage under the Small Food Processor Waiver shall comply <br /> with Monitoring and Reporting Program No. 115-2003-0106,which is attached hereto and <br /> made a part of this Resolution, and with any revisions thereto as ordered by the Executive <br /> Officer. <br /> 2. The discharge of any waste not specifically regulated by this Waiver is prohibited unless <br /> the Discharger obtains WDRs, qualifies for coverage under another waiver, or obtains <br /> other permission from the Regional Board for the discharge of that waste. <br /> 3. If a Discharger receives coverage under this Waiver for one type of waste disposal <br /> method, but subsequently wishes to change disposal methods to another that is also <br /> allowed under this Waiver,then the Discharger must submit a new RWD and filing fee. <br /> 4. A copy of this Resolution and the formal waiver notification shall be kept at the facility for <br /> reference by operating personnel. Key operating and site management personnel must be <br /> familiar with the documents. <br /> 5. The RWM, monitoring reports, and any other information requested by the Regional Board <br /> shall be signed by a person described as follows, or a duly authorized representative of that <br /> person. For a corporation: by a principal executive officer of at least the level of senior <br /> vice-president. For a partnership or sole proprietorship: by a general partner or the <br /> proprietor. For a municipality or public agency: by either a principal executive officer or <br /> ranking elected or appointed official. <br /> 6. Any person signing a RWD,monitoring report, or other technical report makes the <br /> following certification,whether written or implied: <br />
