CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> FOR RESOLUTION NO. <br /> A WAIVER OF WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SMALL FOOD PROCESSORS, INCLUDING WINERIES, <br /> WITHIN THE CENTRAL VALLEY REGION <br /> This Monitoring and Reporting Program(MRP) describes requirements for monitoring the <br /> wastewater discharges from small food processors who have been granted a formal waiver of waste <br /> discharge requirements pursuant to the Small Food Processor Waiver. This MRP is issued pursuant <br /> to Section 13267 of the California Water Code. The Discharger shall not implement any changes to <br /> this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> Each Discharger granted coverage under the Small Food Processor Waiver shall submit an annual <br /> monitoring report no later than 1 February of each year. The report shall describe activities during <br /> the previous calendar year, and shall contain the following information: <br /> 1. A statement of whether wastewater was applied to land, whether wastewater was stored on- <br /> site and hauled off-site, whether solid waste was applied to land, and whether solid waste was <br /> disposed of off-site. <br /> 2. If wastewater was applied to land,then provide: <br /> a. If a winery, a copy of the most recent Alcohol and Tobacco Tax and Trade Bureau(TTB) <br /> Report of Wine Premises Operations(ATF F5120.17) clearly showing the tons of grapes <br /> crushed. <br /> b. If a winery, and more than 80 tons of grapes were crushed, a data table showing the <br /> monthly process wastewater flow measurements and the total gallons of wastewater <br /> produced during the calendar year. <br /> c. If other type of food processor, provide the dates that processing occurred, and a data table <br /> showing the monthly process wastewater flow measurements and the total gallons of <br /> wastewater produced during the calendar year. <br /> d. For all types of food processors: (1)the number of acres to which wastewater was applied, <br /> (2)the approximate dates of discharge, (3) the crop(s) grown, (4) a description of how <br /> wastewater was applied evenly over the entire acreage and how it was kept out of surface <br /> waters, (5) whether nuisance odors were prevented, and(6) how the wastewater was stored <br /> so that it was not applied to land during periods of precipitation or when the ground is <br /> saturated. <br />
