Based on the <br /> limited information provided in the application regarding the potential for increased water usage, <br /> this project may have a potential significant impact related to depletion or interference with <br /> groundwater supplies in a groundwater basin/sub-basin that is subjected to critical condition of <br /> overdraft. Therefore, the Environmental Health Department (EHD) recommends additional <br /> environmental study for this project. <br /> General Plan Policy Overview: The Sustainable Groundwater Management Act (SGMA) ... <br /> requires local government to manage groundwater sustainably. General Plan PHS-4.3: The <br /> County shall consider the availability of a long-term, reliable potable water supply as a primary <br /> factor in the planning of areas for new growth and development. General Plan NCR-3.3: The <br /> County shall support multi-jurisdictional groundwater management that involves adjacent <br /> groundwater basins. <br /> The following requirements have been identified as pertinent to this project. Other requirements <br /> may also apply. These requirements cannot be modified. <br /> A. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall <br /> be submitted to the Environmental Health Department (EHD), indicating that the area is <br /> suitable for septic system usage. The studies must be approved by the EHD prior to <br /> issuance of building permit(s). (San Joaquin County Development Title, Section 9- <br /> 1105.2(d)). A review fee must be paid at time of submittal to the EHD. The review fee will <br /> be based on the current schedule at the time of payment. <br /> The sewage disposal system shall comply with the on site sewage standards of San <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment <br /> and disposal system is required for each parcel. A permit fee per percolation hole is <br /> required. The review fee will be based on the current schedule at the time of payment. <br /> B. Applicant will need to get written approval from a public entity for the disposal of winery <br /> wastewater by removal of winery wastewater to an offsite disposal facility or from the <br /> 1868 E.
