g. Permit Registration Documents (PRD's) shall be filed with the State Water Resources Control <br /> Board (SWRCB)to comply with the State"General Permit for Storm Water Discharges Associated <br /> with Construction Activity". The Waste Discharge Identification(WDID) Number issued by SWRCB <br /> shall be submitted to the Department of Public Works for the file. Contact SWRCB at(916) 341- <br /> 5537 for further information. Coverage under the SWRCB General Construction Permit Order <br /> 2009-0009-DWQ shall be maintained throughout the duration of all phases of the project. <br /> h. The owner shall check with the State Water Resource Control Board (SWRCB) to determine if an <br /> Industrial Storm Water Permit will be required. <br /> i. All new construction and the substantial improvement of any structure, including conversion of <br /> existing structures, in the area of special flood hazard shall be elevated or floodproofed in <br /> accordance to San Joaquin County ordinance Code Section 9-1605.12 (a) b, (b) & (c). <br /> j. The Traffic Impact Mitigation Fee shall be required for this application. The fee is due and payable <br /> at the time of building permit application. The fee will be based on the current schedule at the time <br /> of payment. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolutions R-00-433) <br /> k. The Regional Transportation Impact Fee shall be required for this application. The fee is due and <br /> payable at the time of building permit application. The fee will be based on the current schedule at <br /> the time of payment. (Resolution R-06-38) <br /> Informational Notes: <br /> (i.) A Solid Waste Diversion Plan for all applicable projects must be submitted to the Building Division <br /> of the Community Development Department prior to issuance of the building permit. Contact the <br /> Solid Waste Division (468-3066) for information. <br /> (ii.) This property is subject to the requirements of San Joaquin County Mosquito &Vector Control <br /> District(209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> (iii.) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 2. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Jeffrey Wong, 209-468-0335) <br /> a. A soil suitability/nitrate loading study incorporating the existing and proposed development with <br /> regards to staff and customer use shall be submitted to the Environmental Health Department, <br /> indicating that the area is suitable for septic system usage. The studies must be approved by the <br /> Environmental Health Department prior to issuance of building permit. (San Joaquin County <br /> Development Title, Section 9-1105.2(d)). A review fee must be paid at time of submittal to the <br /> EHD. The review fee will be based on the current schedule at the time of payment. <br /> b. Applicant will need to get written approval from a public entity for the disposal of winery wastewater <br /> by removal of winery wastewater to an offsite disposal facility or from the Central Valley Regional <br /> Water Quality Control Board for discharge to land. That written approval shall be presented to the <br /> Environmental Health Department prior to issuance of building permit and/or final occupancy <br /> approval (San Joaquin County Development Title, Section 9-1125.5). <br /> Applicant will need to get written approval from a public entity that will accept the proposed winery <br /> waste should applicant propose to haul winery wastewater offsite.That written acceptance shall be <br /> presented to the Environmental Health Department prior to issuance of building permit and/or final <br /> San Joaquin County PA-1800279\Stokes and Lombardi Farms <br /> Community Development Page 10 <br />
