Mr. Atwater claims that the project should be denied based on the <br /> following statements: <br /> Mr. Atwater's Appeal <br /> 1. "Major changes of the Interstate 5/French Camp off ramp are planned in the future. The installation of <br /> the sign could be in conflict with the options being considered by Cal Trans and by the city as part of the <br /> "French Camp—Arch Road Expressway." <br /> 2. "The sign blocks visibility of Mr.Atwater's facility and signs." <br /> 3.
