PA-1900158 OF PACIFIC GAS&ELECTRIC CO. <br /> (C/O DANE CROUCH) (APN: 129-310-12) (ADDRESS: 1181 NORTH ZUCKERMAN <br /> ROAD, TRACY) <br /> The applicant has submitted a Flood Variance application for an existing PG&E gas storage facility. The <br /> request seeks a grant of relief from the elevation requirements of San Joaquin County's ordinance(Chapter 9- <br /> 1605.12(a) Flood Hazards)to build two (2) modular(s) in the 100-year flood plain with the finished floor below <br /> the 100-year base flood elevation.The modulars would replace two(2)existing light wood construction trailers <br /> with two (2) modulars (one [111,920 square foot open office space modular and one [1] 1,440 square foot <br /> conference room modular)designed to withstand the blast load that would be expected in the case of an event. <br /> The project site is located on Zuckerman Island, 0.9 mile north of the bridge from W. McDonald Road, west <br /> of Stockton. <br /> The General Plan designation of the site is A/G (General Agriculture) and the zoning is AG-80 (General <br /> Agriculture, 80-acre minimum). <br /> The Community Development Department has reviewed the application and has the following comments: <br /> Flood Variances <br /> The issuance of a Flood Variance is for floodplain management purposes only. <br /> Flood Variance criteria are based on the general principle of zoning law that flood Variances pertain <br /> to a piece of property and are not personal in nature. <br /> The long-term goal of preventing and reducing flood loss and damage can only be met if Flood Variances <br /> are strictly limited. <br /> A Flood Variance may be granted for a parcel of property with physical characteristics so unusual that <br /> complying with the requirements of this ordinance would create an exceptional hardship. The <br /> characteristics must be unique to the property and not be shared by adjacent parcels. The unique <br /> characteristic must pertain to the land itself, not to the structure, its inhabitants, or the property owners. <br /> Flood Variances shall only be issued upon a determination that the Flood Variance is the "minimum <br /> necessary,"considering the flood hazard, to afford relief. "Minimum necessary" means to afford relief with <br /> a minimum of deviation from the requirements of this ordinance. <br /> 1810 E.
