The Site is bordered on the east,west and south by Whisky Slough,Latham Slough and the Empire Cut,respectively. The island is (� Lsurrounded by levees and gently slopes toward the center of the island. According to San Joaquin County Community Development Department, the Site is zoned AG-80, general agriculture. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agriculture enterprises" (www.cosarejoaqui gri ult ral Ia L1.2 Proposed Development Kjeldson, Sinnock&Neudeck, Inc. provided a tentative parcel map showing the proposed lot 110 division. According to the map, the property will be split into five different sized parcels. Parcel 1 (!•'Z) is 179.7 acres, Parcel2 is 153.5 acres,Parcel 3 is 213.1 acres , Parcel 4 is 261.5 acres and the bm designated remainder parcel is 1,397 acres in size (Plate 2). d1111 ? We understand that the owners intend to sell the proposed new parcels to facilitate the enhancement of fanning,water foul habitat, and other related activities (NCA 2004). 1.3 Site Vicinity A Site vicinity map is included in the appendix of this report as Plate 1. 1.4 Site Map 3 A Site map is included in the appendix of this report as Plate 2. ` 2.0 PRESENT AND PAST USES OF THE SITE 2.1 Past and Present Site Use The property is occupied by agricultural fields, related roads, and drainage ditches. The Surface L Subsurface Contamination Report prepared for the site by our office (dated May 19,2004) indicates the site has a long history of agricultural use. The oldest available aerial photograph of the island, examined at the San Joaquin County Surveyors office dated 1940, shows agricultural uses of the land. w` 6 2
