9 9 <br /> During the re-inspection,violations observed on 12/22/2016 remained the same. The pile containing more <br /> than 499 waste tires was still at the southern perimeter fence/wall and 384 improperly stored tires were still <br /> scatter throughout the facility. Waste and improperly stored tires were stored next to use tires and on <br /> vegetation. The facility has generated 79 more waste tires since the last inspection (12/22/2016) due to repairs <br /> and sales. As a result,the facility is still in violation of T14 CCR 17354 (e)(f),which states that waste tire pile <br /> containing more than 499 waste tires shall be located 50 feet from lot line or buildings and be at a distance of <br /> at least 40 feet from combustible ground vegetation and stored used tires. According to 14 CCR,Section 17354 <br /> facility may contact the local fire authority for approval of any deviation from waste tire storage and disposal <br /> standards. Any alternative requirement approved by local fire authority shall be subject to Cal-Recycle <br /> concurrence. <br /> Since waste tires were not cover by an impermeable barrier,the waste tires on site still contain water and <br /> algae. Facility is in violation of 14 CCR 17353 (a),which states that all waste tires shall be stored in a manner <br /> which prevents the breeding and harborage of mosquitos, rodents, and other vectors. <br /> Additionally,the facility does not have a ten feet pike pole on site;therefore, is an area of concern for 14 CCR <br /> 17351 (c), which states that facility shall provide and maintain on site the adequate equipment to aid in the <br /> control of fires. <br /> Waste Tire Count <br /> During the inspection, waste tires on site were calculated to be 1,171. Of the 1,171 waste tires observed <br /> onsite, 161 laced waste tires were stored next to the 625.8 loosely stored pile of waste tires.Also, 384 <br /> improperly stored tires were scatter throughout the facility. The dimension of the pile was 24'x 22'x 4' and <br /> equals 78 CY. 78 CY passenger tires x 10 tires per CY=780 passenger tire equivalent (PTE)x .8 (20% reduction) <br /> =625.8 PTE.The total waste tires counted for the facility was 161+384+625.8=1170.8 (1171). <br /> TPID Certificate and Waste Tire Manifests review <br /> TPID certificate was observed in the office behind the front counter. No CTL or EDT activities observed on <br /> WTMS or at the facility. <br /> Conclusion <br /> Facility must complete a Permit Exclusion Notification form and submit it to Cal-Recycle to become an <br /> excluded facility. Ray Raza,the manager, was given the form, explained requirements of form, and how to <br /> send form to Cal-Recycle. <br /> Furthermore,facility must prepare and submit a fire safety plan to the fire code officials having jurisdiction <br /> over the facility for review and approval.At least one copy of the most recent fire safety plan and any <br /> approvals shall be made available at the time of inspection. <br />
