• • Comments: Routine waste tire inspection done on this date and the following was noted: 1.)Violation PRC§42951 -Jorge Padilla stated he hauled 10 to 15 waste tires from"Shamrock Recycling of California,Inc."to "Durango Tires&Wheels"in his personal truck,which is an unregistered waste tire hauling vehicle. a.)Every person who engages in the transportation of waste or used tires shall hold a valid waste and used tire hauler registration. b.)Ensure vehicle is a registered waste tire hauler. 2.)Violation 14 CCR§18459.3-No activity observed on WTMS.Jorge Padilla stated that he uses"Shamrock Recycling of California,Inc."a registered hauler to haul his waste tires. a.)Facility shall retain a copy of the completed manifest form at their place of business. b.)Ensure a completed manifest is obtained and retained at the place of business for 3 years. 3.)Violation 14 CCR§18462-Facility has no record of waste tires removed or received. Jorge Padilla stated he usually brings waste tires from"Shamrock Recycling of California, Inc."to Durango Tires&Wheels. a.)If waste tires are removed or received from a generator's location the generator shall document how many waste tires and the removal or receive method. b.)Ensure that when receiving or removing waste tires facility must document the date,amount of tires,method and contact information of facility removing the waste tires. Notes: 1.)Permission to conduct inspection was granted by Jorge Padilla(Owner). 2.)TPID is posted in the office. 3.)Waste tires were counted directly.38 waste tires were stored outside west of the shop. 4.)Retain all waste tire receipts,logs and manifests for 3 years. 5.)Jorge Padilla is the owner of"Durango Tires and Wheels"(DT&W)and is only on-site to open and close the shop.He mainly works and is the General Manager at"Shamrock Recycling of California,Inc."(SRCI).Jorge Padilla stated that he picks up waste tires from car dealerships and other waste tire generators with a registered"SRCI"vehicle.Waste tires are transported to "SRCI"and then from there he selects the good tires from the pick-ups and haul the tires to"DT&W". He stated that at times he will haul 10 to 15 tires to"DT&W"and that is how he usually obtain his use tires.Jorge Padilla stated that the only time"SRCI"picks up his tires is when he has 300 or more waste tires on site.During the time of the inspection Jorge Padilla stated that there were waste tires hauled but he doesn't know where he had placed the manifest.A"SRCI"vehicle usually parks on his property at the end of the day. 6.)Facility was given California waste tire laws and regulations and rights and responsibilities. 7.)Facility only stores its waste tires at this site. 8.)Inspection report emailed to padillastirerecycling@yahoo.com. *Re-inspection will occur on or after December 19,2016.All violations must be corrected by this date.
