Drilling p, <br /> FROM: Linda Turkatte, Director .1,w/ <br /> Environmental Health Department <br /> SUBJECT: Well Destruction — 28488 S. Bird Rd., Tracy <br /> Attached is the approved permit for the destruction of the well installed on July 30, 2018. This well <br /> was drilled to 420 feet and originally had a bentonite slurry annular seal to 210 feet, approximately <br /> 12 feet into the Corcoran Clay layer. The casing of this well collapsed near the time of installation. <br /> A Well Destruction Permit application was submitted to the Environmental Health Department on <br /> April 9, 2019 with a proposal to pump bentonite slurry from the bottom of the well to the surface. <br /> The Environmental Health Department requested the well be destroyed by perforation and backfill <br /> with cement from bottom of the well to the surface. <br /> At a meeting on August 2, 2019, destruction methods were proposed for this well and were <br /> evaluated by two third-party reviewers selected by the County Administrator. At this meeting, it <br /> was agreed to destroy the well as follows: <br /> • Removal of the Casing <br /> o The well casing will be removed from approximately 230 feet to surface. <br /> o Sufficient casing must be removed to ensure a sufficient seal at least 10 feet into the <br /> Corcoran Clay layer. <br /> o The well and borehole will be filled with water to provide hydraulic pressure to prevent <br /> any borehole collapse during the casing removal process. <br /> o After casing removal and prior to cement sealing material, the borehole will be <br /> measured to ensure no borehole collapse has occurred. <br /> • Backfilling of the Well/Borehole <br /> o The well/borehole will be filled with cement from bottom using a tremmie pipe. <br /> o If a tremmie pipe cannot access the full depth of the well, the cement sealing material <br /> will be placed from the maximum depth accessible but at least from a depth that <br /> ensures the borehole is sealed at least 10 feet into the Corcoran Clay layer. <br /> Should borehole collapse occur during this operation, all collapsed materials shall be cleared from <br /> the well and cement seal placed with tremmie pipe from the bottom of the well to the surface. <br /> Please notify EHD prior to the start of any work on the well destruction.
