LEVEE OVERTOPPING AT SANTA ROSA <br /> This occurrence is mentioned as if there were a major pollution incident. It will be instructive to <br /> find out what really happened. <br /> The Santa Rosa treatment plant had a full secondary treatment plant (no tertiary) which had a <br /> discharge requirement to limit its discharge to no more than 1% of the rivers flow. During the <br /> summer of 1985 the flow of the river was at an all time low. The plant stored the treated effluent <br /> for as long as it could however it ran out of storage and had to release the excess amount. <br /> This caused a "technical" violation of the discharge permit not a quality violation. The plant was <br /> fined, and at the same time their discharge percentage was increased to 5%. Which says that the <br /> RQWB with 20-20 hindsight realized that their criteria had actually caused the problem. <br /> 1995/0112NOT.SC <br />
