This letter has been sent to you as the designated <br /> representative for WBCM Construction which is conducting work at the YARA North <br /> American facility located at 3019 Navy Drive in Stockton (the Site). <br /> On September 06, 2019, Hazardous Materials Spill Report: Cal OES Control # 19-5783 <br /> was issued. The report stated that while conducting boring operations at the Yara North <br /> American Site, an underground pipe was impacted resulting in the potential release of <br /> an unknown amount of petroleum product. This was based on the petroleum odor <br /> emanating from the liquid that flowed from the boring. WBCM conducted excavation <br /> activities to determine the source of the release as well as the extent of any potential <br /> soil and/or groundwater contamination. <br /> The Central Valley Water Board requires a Damage Assessment Report (Report) for the <br /> Site be submitted. The Report should include information on the excavation at the Site <br /> including the amount of material removed, a map of the excavation's extent, soil <br /> confirmation sampling results as well as laboratory reports and copies of any disposal <br /> manifests generated during this work. The Report must be submitted by November 25, <br /> 2019. <br /> In addition to a hard copy you are also required to submit all documents in electronic <br /> format to the State Water Resources Control Board's Geo Tracker database pursuant to <br /> the California Code of Regulations (Title 23, Section 3890 et.seq.).
