California Environmental Protection Agency <br />Facility: California Tank Lines Inc. <br />Department of Toxic Substances Control <br />Inspection Date: September 29, 2016 <br />The inspection continued to the wastewater treatment area. DTSC noted the the tanks <br />for the treatment system where secondarily contained. DTSC staffs observed cracks and holes <br />in the concrete of the secondary containment and exposed concrete, which was not protected <br />from corrosive waste by expoxy coating or other material that is compatible with corrosive <br />wastes. I cited as the violation of CCR title 22, section 66265.193 (e) (1) (C) (Violation #4 in <br />section VII of this Report). The corrective action document from Cal Tank Lines received on <br />November 11, 2016, includes photos of the repaired works to the secondary containments. Mr. <br />Bishop indicated that two tanks (black colored) would be removed and and that a new cone <br />tank had been installed several months ago. Mr. Bishop explained that more repair work would <br />be conducted afterwards. <br />The treatment system consists of wastewater accumulation tanks (previously two old <br />tanks and now one new cone-shaped tank), caustic and acid storage tanks, and neutralization <br />tanks. It also includes a building which accommodates flow meters, flow monitoring device, a <br />pH monitoring device, record keeping devices and a sampling port.
