Mr. Hunt tested the <br />spilled liquid adjacent to the caustic storage tank with pH paper, which indicated the pH range <br />to be approximately pH 13, which is a corrosive waste. DTSC cited this as the violation of CCR <br />66265.196 (c), failure to clean spill/release in the secondary containment (violation #1, in the <br />section VII of this Report). <br />21 <br />
