SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MORADA FARMING COMPANY 7676 AUSTIN RD, STOCKTON September 24, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br /> 550 lbs of Chlorpyrifos 15G were observed in the Ag chemical storage shed have not been reported. The quantity <br /> of motor oil and hydraulic fluid were underreported in the hazardous materials inventory. One 275 gallon tank of <br /> motor oil, one 275 gallon tank of hydraulic fluid,two 55 gallon drums of universal tractor fluid and one 55 gallon <br /> drum of turbine oil were observed in the oil hub. <br /> Any material that meets or exceeds the reportable quantity shall be reported in the facility's business plan.This <br /> information must be current and submitted as part of the business plan. <br /> Immediately log into the California Environmental Reporting System(CERS)at http://cers.calepa.ca.gov/,enter the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br /> A site map was lacking the following elements: chemical loading areas, entrances/access,gate at the entrance, <br /> correct symbol for fire extinguishers, eyewash and spill kit in the Ag chemical shed. <br /> A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, <br /> access and exit points, emergency shutoffs,evacuation staging areas, hazardous material handling and storage <br /> areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the <br /> map and label as"NA". <br /> Immediately log into the California Environmental Reporting System(CERS)at http://cers.calepa.ca.gov/, upload the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened <br /> release. <br /> The emergency response procedures were lacking or inadequate. The emergency response plan did not indicated <br /> yes for hazardous materials, and was missing the location of spill response equipment. <br /> A business plan shall include the following emergency response procedures for a release or threatened release of <br /> hazardous materials, including, but not limited to, the following: <br /> -immediate notification of local emergency personnel and the Environmental Health Department(EHD) <br /> -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment <br /> -evacuation plans and procedures, including immediate notice,for the site <br /> Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> FA0024897 PR0543787 SCO01 09/24/2019 <br /> EHD 19-01 Rev.9/20/2019 Page 2 of 3 Hazardous Materials Program OR <br /> 1868 E.
