5.1 AIR QUALITY <br /> Subpart KKKK,Standards of Performance for Stationary Gas Turbines (constructed after <br /> February 18,2005) is applicable to the combined-cycle gas turbine and fired waste-heat <br /> recovery boiler;and <br /> Subpart Dc (Standards of Performance for Small Industrial-Commercial-Institutional Steam <br /> Generating Units),which applies to boilers that burn fossil fuel with a heat input capacity <br /> equal to or less than 100 MMBtu/hr and greater than or equal to 10 MMBtu/hr, is applicable <br /> to the auxiliary boiler. <br /> These standards are implemented at the local level with federal and state oversight. <br /> Administering Agency:SJVAPCD,with EPA Region 9 and CARB oversight. <br /> National Emission Standards for Hazardous Air Pollutants <br /> Authority: Clean Air Act§ 112,42 USC§7412;40 CFR Part 63 <br /> Purpose:Establishes national emission standards to limit emissions of hazardous air <br /> pollutants (HAPs, or air pollutants identified by EPA as causing or contributing to the <br /> adverse health effects of air pollution but for which NAAQS have not been established) from <br /> facilities in specific source categories.16 These standards are implemented at the local level <br /> with federal oversight. Only the NESHAP for combustion turbines,which limits <br /> formaldehyde emissions from turbines, is potentially applicable to the proposed project. <br /> However, as discussed further below,this NESHAP is not applicable to the proposed project <br /> because the facility would not be a major source of HAPs (i.e., 10 tpy of one HAP or 25 tpy of <br /> all HAPs). Thus,NESHAPs requirements will not be addressed further. <br /> Administering Agency:SJVAPCD,with EPA Region 9 oversight. <br /> Prevention of Significant Deterioration Program <br /> Authority: Clean Air Act§160-169A,42 USC§7470-7491;40 CFR Parts 51 and 52 <br /> Purpose:Requires pre-construction review and permitting of new or modified major <br /> stationary sources of air pollution to prevent significant deterioration of ambient air quality. <br /> PSD applies to pollutants for which ambient concentrations do not exceed the corresponding <br /> NAAQS (i.e.,attainment pollutants). The PSD program allows new sources of air pollution to <br /> be constructed,or existing sources to be modified,while preserving the existing ambient air <br /> quality levels,protecting public health and welfare,and protecting Class I areas (e.g., <br /> national parks and wilderness areas). <br /> The PSD requirements apply, on a pollutant-specific basis,to any project that is a new major <br /> stationary source or a major modification to an existing major stationary source.
