5.5 HAZARDOUS MATERIALS HANDLING <br /> chemical emergency response, surveillance,complaint investigation, and assistance to <br /> industry,enforcement and public education. <br /> • California Health and Safety Code Sections 25200.3,25201.5;California Code of <br /> Regulations Title 22,Section 67450.2 et seq. -Hazardous Waste Tiered Permitting <br /> Program-The purpose of this program is ensure that hazardous wastes treated on site <br /> prior to reuse or disposal are stored,handled and disposed of in compliance with state <br /> and federal laws and regulations. Inspection,surveillance and permitting is required as <br /> part of the county Unified Program. <br /> • California Health and Safety Code Sections 25200 et seq. and 101040-Environmental Health <br /> Emergency Response Program-The San Joaquin County Environmental Health <br /> Department staff is part of the interagency emergency response team for incidents involving <br /> hazardous material spills or releases. The San Joaquin County Environmental Health <br /> Department performs a health assessment to evaluate actual or potential environmental <br /> contamination and/or human exposure. The San Joaquin County Environmental Health <br /> Department provides recommendations for short and long-term cleanup and oversees the <br /> cleanup activities performed by the responsible parties or environmental assessment firms. <br /> Health follow-up of exposed individuals and their physicians is also conducted. Complaints <br /> regarding improper disposal of household hazardous waste are also investigated by the San <br /> Joaquin County Environmental Health Department. <br /> 5.5.6 Agencies and Agency Contacts <br /> Several agencies regulate hazardous materials,and they will be involved in regulating the <br /> hazardous materials stored and used at LEC. At the federal level,the EPA will be involved; <br /> at the state level, the California Environmental Protection Agency will be involved. <br /> However,local agencies primarily enforce hazardous materials laws. For LEC,the primary <br /> local agencies with jurisdiction will be the San Joaquin County Environmental Health <br /> Department,the San Joaquin County Office of Emergency Services, and the Woodbridge <br /> Fire Protection District.
