WorleyParsons <br /> resources&energy <br /> 1.0 DESIGN BASIS <br /> The Project Technical Requirements provide specific criteria for the Lodi Energy <br /> Center Project. These criteria are minimum requirements. <br /> 1.1 Overall Facility Configuration <br /> The project will be a 1 x 1 combined cycle facility consisting of one (1) <br /> combustion turbine generators (CTG), one (1) heat recovery steam generator <br /> (HRSG) equipped with duct burners, one (1) steam turbine generator (STG) with <br /> a multi-cell mechanical draft cooling tower, and associated auxiliary systems and <br /> equipment. <br /> The CTG and STG will be located outdoors with water proof enclosures provided <br /> by the respective supplier(s). <br /> The combustion turbine generator utilized will be General Electric 7F, Siemens or <br /> other acceptable technology. <br /> The CTG and duct burners will be fueled by pipeline-quality natural gas only. <br /> Two, 100%natural gas compressors will be provided for pressure augmentation. <br /> Power will be generated in the CTG and stepped up through a single three- <br /> winding generator step up transformer (GSUT) to the utility grid at 230 kV. A <br /> low side generator breaker will be supplied for each of the CT and ST generator. <br /> The generators will be synchronized via this low side generator breaker. <br /> The CTG will be equipped with dry low-NOx (DLN) combustors and inlet air <br /> evaporative coolers. <br /> The CTG will exhaust to Heat Recovery Steam generator (HRSG) which include <br /> anhydrous ammonia type SCR systems for NOx and CO control. Catalysts for <br /> both NOx and CO will be included in the HRSG system for the reduction of <br /> harmful air emissions at the stack. One (1) Continuous Emissions Monitoring <br /> (CEMs) systems will be provided. <br /> The project will be designed as an outdoor plant with major equipment located <br /> outdoors. The following buildings are included. <br /> • Water Treatment Building <br /> • Warehouse Building <br /> • Cooling Tower Chemical Feed Building <br /> • Power Distribution Centers (PDC) <br /> Lodi Energy Center 3.1 - 1 LEC AFC <br /> 071708 Rev.A <br />
