5.1 Air Quality <br /> The Lodi Energy Center (LEC) will be a combined-cycle nominal 255-megawatt(MW) power <br /> generation facility consisting of a"Rapid Response' GE Energy Frame 7FA,natural gas-fired <br /> turbine-generator,a single condensing steam turbine (STG), a 7-cell cooling tower, and <br /> associated balance-of-plant equipment. The facility will be located in Lodi,San Joaquin <br /> County, California, on a 4.4-acre parcel located adjacent to the City of Lodi s White Slough <br /> Water Pollution Control Facility (WPCF) and the existing Northern California Power Agency <br /> (NCPA) Combustion Turbine Project#2 (STIG plant). <br /> This section describes existing air quality conditions, maximum potential impacts from the <br /> project, and mitigation measures that keep these impacts below thresholds of significance. <br /> The project will use clean and efficient combined-cycle generation technology to generate <br /> electricity in a manner that will minimize the amount of fuel needed,emissions of criteria <br /> pollutants, and potential effects on ambient air quality. <br /> Other beneficial environmental aspects of the project that minimize adverse air quality <br /> impacts include the following: <br /> • Clean-burning natural gas as fuel <br /> • Selective catalytic reduction (SCR) and dry low NOX combustors to minimize <br /> NO,,emissions <br /> • Oxidation catalyst to reduce carbon monoxide emissions <br /> • Inlet air filters and lube oil vent filters to minimize particulate emissions <br /> • Appropriately sized stack to reduce ground-level concentrations of exhaust constituents <br /> This section presents the methodology and results of the air quality analyses performed to <br /> assess potential impacts associated with air emissions from the construction and operation of <br /> the project. Potential public health risks posed by emissions of non-criteria pollutants are <br /> addressed in Section 5.9 (Public Health). <br /> Section 5.1.1 describes the affected environment.Section 5.1.2 provides a detailed description <br /> of the project.Section 5.1.3 provides an evaluation of emissions from the proposed project, <br /> while Section 5.1.4 discusses the best available control technology determination. <br /> Section 5.1.5 describes the air quality impact analysis and mitigation measures. Section 5.1.6 <br /> presents applicable laws, ordinances,regulations,and standards (LORS). Section 5.1.7 <br /> presents agency contacts,permit requirements and schedules. Section 5.1.8 contains <br /> references cited or consulted in preparing this section. <br /> 5.1.1 Affected Environment <br /> 5.1.1.1 Geography and Topography <br /> The project site is within a 1,040-acre parcel owned by and incorporated in the City of Lodi. <br /> This incorporated parcel is not contiguous with the City of Lodi,which is approximately <br /> 6 miles to the east. The proposed site parcel is approximately 4.4 acres adjacent to the City of <br /> Lodi s White Slough WPCF to the east,treatment and holding ponds associated with the <br /> SAC/371322/082410013(LEC_5.1_AIR_QUALITY.DOC) 5.1-1 <br />
