The submittal contains all the <br /> information required to evaluate applicability of the General Order; therefore, the NOI is <br /> considered complete. Based on the information provided in the NOI, the discharge meets the <br /> conditions of the General Order. The discharge is hereby covered under State Water <br /> Resources Control Board General Order 2003-0003-DWQ-0185. Please include this number <br /> on all correspondence related to this discharge. <br /> PROJECT LOCATION AND DESCRIPTION <br /> The construction dewatering project is located at 12751 North Thornton Road, near the <br /> intersection of Highway 12 and Interstate 5, in San Joaquin County, as shown on Attachment <br /> A. The City of Lodi is installing an irrigation line, which requires construction dewatering due to <br /> shallow groundwater at approximately 5 feet below ground surface. Approximately 1.5 million <br /> of gallons of water a day is estimated to be discharged to land 24 hours a day. The land <br /> application area (LAA) consists of approximately 60 acres, owned by the City of Lodi. <br /> Extracted water from the project site will be transported to the LAA via an existing underground <br /> irrigation pipe and discharged using flood irrigation. The LAA is an agricultural field which has <br /> existing berms to prevent water from the leaving the discharge area. There are no known <br /> contaminants in groundwater in the area. The project is expected to start in March 2018 and <br /> continue for approximately 2 months. <br /> The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, <br /> Fourth Edition, revised October 2011 (hereafter Basin Plan), designates beneficial uses, <br /> establishes water quality objectives, contains implementation plans and policies for protecting <br /> waters of the basin, and incorporates by reference plans and policies adopted by the State <br /> KARL E.
