APPENDIX 5.1E <br /> Construction Emissions and Impact Analysis <br /> 5.1 E.1 Onsite Construction <br /> The initial construction of the LEC is expected to last approximately 24 months. <br /> Construction activities will occur in the following main phases: <br /> Site preparation; <br /> Foundation work; <br /> Installation of major equipment;and <br /> Construction/installation of major structures. <br /> 5.1E.1.1 Construction Activities <br /> The construction of LEC will begin with site preparation activities,which include <br /> installation of drainage systems,underground utilities and conduits, grading and <br /> backfilling operations,and installation of pilings. After site preparation is finished,the <br /> construction of the foundations and structures is expected to begin. Once the foundations <br /> and structures are finished,installation and assembly of the mechanical and electrical <br /> equipment are scheduled to commence. <br /> Fugitive dust emissions from the construction of the project will result from: <br /> • Dust entrained during site preparation and grading/excavation at the construction site; <br /> • Dust entrained during onsite travel on paved and unpaved surfaces; <br /> • Dust entrained during aggregate and soil loading and unloading operations; and <br /> • Wind erosion of areas disturbed during construction activities. <br /> • Combustion emissions during construction will result from: <br /> • Exhaust from the diesel construction equipment used for site preparation, grading, <br /> excavation,trenching, and construction of onsite structures; <br /> • Exhaust from water trucks used to control construction dust emissions; <br /> • Exhaust from portable welding machines; <br /> • Exhaust from pickup trucks and diesel trucks used to transport workers and materials <br /> around the construction site; <br /> • Exhaust from diesel trucks used to deliver concrete,fuel, and construction supplies to <br /> the construction site;and <br /> SAC/371322/082330017(LEC_5.1 E_APPENDIX.DOC) 5.1 E-1 <br />
