5.15 WATER RESOURCES <br /> In addition,the Delta Protection Commission(Commission),established under the Delta <br /> Protection Act of 1992,is required to prepare and adopt a Land Use and Resource <br /> Management Plan for the Delta. The Delta is divided into a Primary Zone,which comprises <br /> the principal jurisdiction of the Commission,and a Secondary Zone,which is outside of the <br /> Primary Zone,but still within the legal Delta,that is not within the planning area of the <br /> Commission. The LEC project is located within the Secondary Zone as defined by the <br /> Commission. <br /> Major rivers in San Joaquin County include the San Joaquin,Mokelumne, Calaveras, and <br /> Stanislaus. The San Joaquin River originates in Fresno County,crossing southwestern San <br /> Joaquin County before terminating in the Delta.The Mokelumne, Calaveras, and Stanislaus <br /> terminate in the San Joaquin River at or near the Delta. All of the major rivers in San Joaquin <br /> County have been modified by impoundments or diversion channels. The San Joaquin River <br /> also serves as a deep water shipping channel for transportation between the San Francisco <br /> Bay and the Port of Stockton. <br /> The southern portion of the LEC project area is bordered by a drainage ditch that discharges <br /> to Dredger Cut,which drains into White Slough.White Slough is to the west of the project <br /> site and ultimately drains to the Delta. There are no beneficial uses identified for White <br /> Slough in the Basin Plan(San Francisco Bay RWQCB,2007a). Most of the precipitation occurs between December and April, <br /> while the summer months are virtually rainless (San Joaquin County,1992).
