5.1 AIR QUALITY <br /> 5.1.3.2.3 New Cooling Tower <br /> The cooling tower circulates cooling water and is used to condense steam discharging from <br /> the steam turbine. For this application,the cooling tower is assumed to operate 24 hours per <br /> day,8,760 hours per year. <br /> 5.1.3.3 Normal Operations <br /> The operating profiles described in Section 5.1.3.2 were used to develop daily, quarterly, and <br /> annual heat input limits for the fuel-burning equipment. These heat input limits, <br /> summarized in Table 5.1-17,were used as the basis for calculating project and facility <br /> emissions. <br /> TABLE 5.1-17 <br /> Hourly, Daily and Annual Heat Input for the New Combustion Units <br /> Heat Input, MMBtu (HHV) <br /> Interval CTG with duct firing Aux. Boiler <br /> Hourly 2,107.2 65 <br /> Daily 47,910 780 <br /> Annual 17,096,930 30,420 <br /> 5.1.3.4 Criteria Pollutant Emissions <br /> Criteria pollutants emitted from the fuel-burning equipment include NO,SO2, CO,VOC, <br /> and fine particulate matter (PM10).5 The cooling tower will emit small quantities of PM1o. <br /> This section of the application presents calculated emissions from the new equipment. <br /> The new equipment also will emit trace levels of toxic air contaminants (TACs),including <br /> ammonia. TAC emissions from the proposed new units are discussed in Section 5.1.3.5. <br /> Tables containing the detailed TAC emission calculations are included in Appendix 5.1A. <br /> 5.1.3.4.1 Criteria Pollutant Emissions: Combustion Turbine and HRSG <br /> Proposed maximum emissions from the project were estimated on an hourly, daily, quarterly <br /> and annual basis based on expected daily operation and proposed quarterly and annual <br /> operating limitations. <br /> Emissions During Normal Operations <br /> Turbine and HRSG performance data are provided in Appendix 5.1A,Table 5.1A-3. <br /> Emissions of NO,CO, and VOC were calculated from emission limits (in ppmv @ 15 percent <br /> 02) and the exhaust flow rates. The NOX emission limit reflects the application of SCR. The <br /> VOC emission limit reflects the use of good combustion practices. The CO emission limit <br /> reflects the expected performance of the oxidation catalyst. Maximum emissions were based <br /> on the exhaust rates associated with the heat input rates shown in Table 5.1-17. <br /> 5 All of the particulate matter emitted from the fuel burning equipment and the cooling tower is assumed to be less than <br /> 2.5 microns in diameter.All references to PM10 include PM2.5 as well. <br /> 5.1-24 SAC/371322/082410013(LEC_5.1_AIR_QUALITY.DOC) <br />
