5.7 NOISE <br /> Control facility to the south. The project site is on land owned and incorporated by the City <br /> of Lodi, and is approximately 6 miles west of the Lodi city center. The city of Stockton is <br /> approximately 2 miles to the south. <br /> The project site is currently undeveloped and is used for equipment storage during <br /> upgrades to the WPCF. The area is developed primarily into agricultural land uses with <br /> rural residences, I-5 and local roadways, and irrigation canals in the vicinity. There are three <br /> residences located approximately 0.75 mile to the north of the power plant site on the <br /> opposite side of I-5; these are the closest residences. Other rural residences are located over <br /> 1 mile away. <br /> 5.7.2.2 Ambient Noise Survey <br /> LEC conducted continuous ambient noise monitoring to determine the level of noise in the <br /> project area. The monitoring was conducted at the four locations shown in Figure 5.7-1. <br /> Locations M1 through M3 are existing residences-M1 is the closest residence, <br /> approximately 0.75 mile north of the LEC. Location M4 was located north of the residential <br /> development on golf course property. <br /> Larson Davis 824 and 820 ANSI Type 1 (precision),statistical sound level meters were used <br /> to conduct the continuous measurements. The sound level meters was field calibrated <br /> before and after the measurement with a Larson Davis CAL200 and was factory calibrated <br /> within the previous 12 months. <br /> The hourly results are summarized in Table 5.7-3 through 5.7-6. The existing STIG project <br /> was operating at base load throughout the ambient monitoring period except between <br /> approximately 1 AM and 6 AM the morning of July 8,2008.The primary noise source at <br /> each of the monitoring locations was traffic from 1-5 and local road. The existing STIG <br /> operations were not audible at any of the monitoring locations during the day or nighttime <br /> hours. Location M4 also reflects operational and maintenance activities at the golf course <br /> which includes watering,mowing and other equipment. The lowest four hour average L90 <br /> levels at M1 through M4 were 55,43,40 and 38 dBA respectively. As expected,the existing <br /> noise levels generally decrease as distance to I-5 increases. <br /> Conditions throughout the survey were clear to hazy/smoky given wildfire activity. <br /> Humidity was low during the day and increased through the night,ranging between <br /> 20 percent and 60 percent. The temperature ranged from approximately about 70° F at night <br /> to 105°F during the day. Wind speeds were observed to be generally calm or less than <br /> 10 mph throughout the monitoring period.Wind was not observed to result in excessive <br /> noise on the microphone. <br /> 5.7-4 SAC/371322/08234009(LEC_5.7_NOISE.DOC) <br />
