<br /> 5.10.1 Introduction
<br /> This section discusses the environmental setting,consequences,regional and local impacts,
<br /> and mitigation measures associated with the socioeconomic aspects of the Lodi Energy
<br /> Center (LEC) project. Environmental justice issues are summarized in this section.
<br /> A screening-level environmental justice analysis is provided in Appendix 5.10A.
<br /> 5.10.2 Affected Environment
<br /> The facility will be located on land owned and incorporated by the City of Lodi,San Joaquin
<br /> County, California, on a 4.4-acre parcel adjacent to the City of Lodi s White Slough Water
<br /> Pollution Control Facility (WPCF) and the existing NCPA Combustion Turbine Project STIG
<br /> (STIG Plant).
<br /> 5.10.2.1 Population
<br /> San Joaquin County is bordered by Alameda and Contra Costa counties to the west,
<br /> Sacramento County to the north,Stanislaus County to the south,and Calaveras and
<br /> Amador counties to the east. There are 7 incorporated cities in San Joaquin County:
<br /> Stockton,Tracy,Manteca, Lodi,Lathrop,Ripon and Escalon.
<br /> Lodi,with an estimated January 1,2008 population of 63,360,is the fourth largest city in the
<br /> county, after Stockton,Tracy and Manteca (California Department of Finance [DOF],2008a).
<br /> Historical,current and projected population for Lodi,San Joaquin County,and the State of
<br /> California are summarized in Table 5.10-1. Annual average compounded population growth
<br /> rates are summarized in Table 5.10-2. During the 1990s,San Joaquin County's population
<br /> increased at an average annual rate of about 1.6 percent,while that of Lodi increased by
<br /> about one percent(DOF,2008b). The average annual growth rate so far for the current
<br /> decade (2000 to 2008)was 1.5 percent for the city and 2.8 percent for the county. The City of
<br /> Lodi s growth rate during this period was almost half that of the county and almost the
<br /> same as that of the state (1.7 percent). San Joaquin County and California are expected to
<br /> have their greatest population growth from 2000 to 2010. Population projections for Lodi
<br /> were unavailable.
