The <br /> purpose of this assessment is to evaluate the potential for or the existence of recognizedenvironmental <br /> conditions on or beneath the assessed property as a result of current or past land use. The scope of the <br /> Environmental Site Assessment(ESA)was based on that described on Carlton's Exhibit A under <br /> Environmental Services,attached to the May 2008 Consulting Services Agreement Between The Northern <br /> California Power Agency(NCPA)and Carlton Engineering, Inc. <br /> Carlton's ESA study included the following work: <br /> L An examination of records pertaining to the properties(Site)and the Acinity; <br /> 2. A review of historic aerial photographs; <br /> 1 An environmental database search; <br /> 4. Interviews with owners,regulatory and public agencies,and other knowledgeable individuals; <br /> and <br /> 5. A reconnaissance of the Site and its vicinity. <br /> The ESA was performed under the responsible charge of Mr. Robert Kul[,P.E.at Carlton. Mr. Kull <br /> conducted a site reconnaissance visit on May 28,2008. Subsurface drilling for a Geotechnical Feasibility <br /> Study were also conducted by Carlton on June 2,2008. The results of the Geotechnical Feasibility Study <br /> are presented under separate cover and the salient facts are incorporated herein. <br /> This report is prepared to provide innocent landowner documentation for the subject property in <br /> accordance with the liability provisions of the Comprehensive Environmental Response,Compensation <br /> and Liability Act of 1980(CERCLA),its 1985 amendments as contained in the Superfund Amendments <br /> and Reauthorization Act(SARA),and as updated in the amendments of the 2002 Small Business Liability <br /> Relief and Brownfields Revitalization Act. To qualify for innocent landowner status,the landowner must <br /> show that at the time of purchase he had undertaken"all appropriate inquiry"into the previous <br /> ownership and uses of the property consistent with good commercial or customary practice and with the <br /> Federal EPA Final Rule regarding standards and Practices for All Appropriate Inquiries(AAI). To achieve <br /> this objective,Carlton has performed this study by the methods described in ASTM E 1527-05,Standard <br /> Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. It is <br /> Carlton's opinion that this report meets the intent of the law and satisfies the requirements of standard <br /> 3885 Pnnderoa Road. %6ingI• Spring•.
