Phase I Environmental Site Assessment <br /> 7.0 INTERVIEWS <br /> As part of this assessment,interviews were conducted with a representative of the property buyer and a <br /> representative of the property owner. The information gathered from the interviewed individuals is <br /> summarized in the following sections. <br /> An environmental questionnaire was sent to a representative of the property buyer(ESA user)and a <br /> representative of the property owner(occupant). The questionnaires were completed and returned to <br /> Carlton. Copies of the completed questionnaires are included in the Appendix of this report. <br /> 7.1 INDIVIDUAL INTERVIEWS <br /> Joe Bittner,Operations and Maintenance Manager,NCPA Combustion Turbine 2(buyer's representative) <br /> On June 10,2008,Carlton conducted an interview by telephone with Mr.Bittner. He supplied general <br /> Site history and information regarding specific conditions and past practices. Mr.Bittner also provided <br /> contact information for the City of Lodi's WPCF site superintendent. <br /> Del Kerlin,City of Lodi's White Slough WPCF Site Superintendent(owner's representative) <br /> On June 12,2008,Carlton conducted an interview by telephone with Mr.Kerlin. He indicated that he has <br /> worked at the WPCF since 1987,and supplied general Site history and information regarding specific Site <br /> conditions and past practices. He described the current use of the Site for construction lay-down,and the <br /> past agricultural uses. Mr.Kerlin also reported that the Site had been used twice since 1988 for temporary <br /> stockpiling of sediment materials from the facility's waste water ponds. He also provided a copy of the <br /> February 2008 monitoring/water analysis results for the facility that included information from the <br /> monitoring well located at the southeastern corner of the Site(WSM-2,attached to this report). Mr. <br /> Kerlin also completed Carlton's environmental questionnaire. The"yes"answers on the questionnaire <br /> (questions 9 and 26)referred to facilities and discharges associated with the waste water treatment <br /> processes on the adjoining WPCF site;no pits,ponds or lagoons have been reported on the Site property <br /> and waste water is not discharged on the Site property other than stormwater. <br /> 7.2 INTERVIEWS WITH LOCAL GOVERNMENT AGENCY REPRESENTATIVES <br /> San Joaquin CountyAgricultural Commission <br /> On June 17,2008,Carlton conducted a telephone interview with a representative of the Agricultural <br /> Commission and asked if the county maintained records of pesticide application to properties prior to <br /> 1970.
