Attachment Q <br /> Plugging and Abandonment Plan <br /> Application Requirements <br /> Submit a plan for plugging and abandonment of the well including: (1) describe the type, <br /> number, and placement(including the elevation of the top and bottom) of plugs to be used; <br /> (2) describe the type, grade,and quantity of cement to be used;and (3) describe the method <br /> to be used to place plugs,including the method used to place the well in a state of static <br /> equilibrium prior to placement of the plugs. Also for a Class III well that underlies or is in <br /> an exempted aquifer, demonstrate adequate protection of USDWs. Submit this information <br /> on EPA Form 7520-14,Plugging and Abandonment Plan. <br /> Approach <br /> The STIG-LEC facility wells will have similar construction,and each will need to be <br /> abandoned when they are no longer operable or the power plants are decommissioned. <br /> Therefore,the Plugging and Abandonment Plan applies to each onsite well. <br /> Plugging and Abandonment Description <br /> The following well description is of STIG-1 and can be inferred to represent both LEC-1 and <br /> LEC-2. This is also shown graphically in Figure Q-1. Depths shown and described are as <br /> measured from ground surface. <br /> A 10-3/4-inch casing string has been run and cemented from the surface to 611 feet,a 7-inch <br /> casing has been run and cemented from the surface to 3,660 feet, and the 4-1/2-inch liner is <br /> hung from 3,358 feet to 4,645 feet. The 5-inch liner was cemented prior to being gun- <br /> perforated between 4,234 and 4,573 feet. Inside the 5-inch liner is a gravel-packed 2-3/8-inch <br /> wire screen liner,installed between 4,155 and 4,567 feet. Inside the 7-inch casing is a <br /> 4-1/2-inch tubing string that extends from the surface to a packer set at 3,342 feet. <br /> The overall approach to the abandonment, or plugging, of the wells is to install a continuous <br /> cement plug to 100 feet above the top of the 5-inch liner. A second continuous cement plug <br /> is to be installed from a depth of approximately 700 feet,which is approximately 250 feet <br /> below the estimated depth of the potable aquifer (3,000 mg/L TDS) at this location to <br /> ground surface. <br /> The plugging procedures are as follows: <br /> 1. Move in and rig up a workover/completion rig. Remove the wellhead and install and <br /> activate blowout prevention equipment (BOPE). Run in the hole and unseat the packer. <br /> Pull the 4-1/2-inch tubing string and packer out of the well. <br /> SAC/371322/082560023(ATTACHMENT-Q.DOC) Q-1 <br />
