Facility/Permit Number: WASTE TIRE FACILITY PERMIT TPID #1707268 12. Legal Description of Facility: Assessor's Parcel Number(APN): 147-140-36 13. Findings: a. This permit is consistent with the standards adopted by the California Department of Resources Recycling and Recovery (CalRecycle)as required by Title 14, California Code of Regulations(CCR), Division 7, Chapter 6. b. The design and operation of the facility is consistent with the Waste Tire Storage and Disposal Standards applicable to a minor waste tire facility, pursuant to Public Resources Code(PRC),Section 42830 et seq.and implementing regulations found in 14 CCR, Division 7,Chapter 3. c. The facility is located within an Industrial General zone, and is consistent with the City of Stockton's zoning designation, General Plan 2035 and Final Environmental Impact Report(SCH No.2004082066). It is determined that the project is statutorily exempt by General Rule— 14 CCR, Section 15061(b)(3). d. This permit does not release the permittee from their responsibility under any other existing laws,ordinances,regulations,or statutes of other government agencies. 14. Conditions-Site Specific: a. The permittee shall store no more than 4,999 waste tires on site,at any given time. A waste tire includes a repairable tire, scrap tires,baled tires, and altered tires, but does not include crumb rubber(less than or equal to 1/4 inch in size)or a properly stored used tire in conformance with 30 PRC, Section 42806.5—Used Tire Definition. b. The waste tire storage shall be arranged as approved by the local fire authority and as detailed on the Plot Plan Key and Plot Plan on Pages 5 and 6 of this permit and described in the operation plan. c. The storage of waste tires indoors is limited to no more than five(5) feet in height as required by the City of Stockton Fire Department. Paee 2 of 6
