(Aegis), on behalf of California Fuels, respectfully requests a
meeting be held between representatives of California Fuels, Aegis, and the Central Valley
Regional Water Quality Control Board (CVRWQCB) regarding the subject site.
At a minimum, the meeting is to address concerns indicated in letters to Mr. David
Atwater, of California Fuels; one dated February 21, 1992, from Ms. Wendy L. Cohen,
CVRWQCB Senior Engineer, and the latest dated June 26, 1992, from Ms. Cori Condon,
CVRWQCB Associate Engineering Geologist, and its attachment of the same date; a
memorandum from Ms. Condon to Ms. Antonia Vorster, CVRWQCB Senior Engineer.
Other important site-related technical issues need to be addressed as well. Please be
aware, a significant amount of work has been successfully completed at the site, at
considerable expense, including investigation, excavation, and bioremediation.
Aegis is contacting you directly because such a meeting has been requested of the
CVRWQCB on three previous occasions. Each request has been denied by CVRWQCB
staff. The most recent request was submitted to Ms. Vorster and Ms. Condon in a letter
from Aegis, dated August 4, 1992. Denial of this request was made by Ms. Condon to
me in a telephone conversation on August 21, 1992, wherein she stated the position of
the CVRWQCB: "there is no basis for a meeting" regarding the site, and the site is "not
a water-quality priority at this time." Despite the indicated lack of priority, the CVRWQCB
continues to press for additional work at the site. In the opinion of both California Fuels
and Aegis, to date there has been no opportunity for the concerned parties to adequately
and properly discuss the technical issues surrounding this matter.
89-031 W.LTR
GEOLOGISTS • ENGINEERS • GROUND WATER SCIENTISTS
