The PAR reports you drilled these <br /> boreholes, and sampled and analyzed the soil from several' depths, prior to <br /> cleaning up the site by excavating and landfarming the polluted soils. Thus, you <br /> estimated the extent of the polluted soil before cleaning it up. This does not <br /> -respond _to_our_ concern whether ,you cleaned, up the polluted site. Substantial <br /> volumes of highly ~' it <br /> g y polluted soil could remain in-place, thereby threatening to <br /> degrade the water quality of the shallow ground water underlying the site. j <br /> As our letter states, the soil sampling and analysis program reported in the <br /> Report of Excavation and Soil Sampling Analytical Testing did not determine <br /> whether you removed, cleaned up or defined the extent of the contaminated soil . <br /> The attached memorandum, also attached to our October 1991 letter, clearly <br /> demonstrates that you obtained an insufficient number of soil samples to <br /> determine if you cleaned up the site. After finding high pollutant <br /> concentrations in soil samples, you should have obtained samples from deeper in <br /> the excavation until pollutants were no lond�er detectable. Instead, you stopped <br /> sampling. a <br /> Therefore, in accordance with California Water Code §13267, by 30 December 1991, <br /> you are required to submit a Work Plan locating additional soil samples necessary <br /> to confirm that all the pollutants have been removed.
