Horizontal and vertical definition of the spilled diesel
is complete. Additional investigation shows diesel fuel is present in native
soils between 29 - 34 feet below the ground surface at this site. In August
1990 approximately 2,850 cubic yards of diesel contaminated soils above this
zone were bioremediated to below detection limits and replaced into the former
excavation. A year and one-quarter's results of monitoring during the period
of May 1989 and April 1990 indicated no detectable impact to ground water by
petroleum hydrocarbons. Considering this information, the age of the spillage
at the property, the semi-confined conditions of ground water underlying this
site, and that future land use at the site will provide an asphalt cap and/or
buildings it is our position that no further cleanup action is required at
this time.
This certification does not relieve responsible parties of any obligations or
responsibilities mandated under the California Health and Safety Code or the
California Water Code if existing, additional , or previously unidentified
contamination at the site caused or threatens to cause pollution or nuisance,
or is found to pose a threat to public health. Nothing in this certification
shall constitute a satisfaction or release from liability for any conditions
or claims arising as a result of past, present, or future operations at the
site. Nothing in this certification is intended to limit the rights of any
parties with respect to claims arising out of or relating to deposit,
discharge, or disposal at any other location of substances removed from this
site.
If you have any questions regarding this matter, please contact Cori Condon at
(916) 255-3047.
WILLIAM H.
