Beck Property,Tracy,CA November 1988 Site Investigation <br /> INTRODUCTION <br /> American Environmental Management Corporation (AEMC) recently completed site <br /> investigation activities at the Beck Development Company, Inc. (Beck) property in Tracy, <br /> California. AEMC investigation activities were conducted in accordance with the <br /> "Investigation Workplan for Additional Site Characterization at the Beck Development <br /> Property" (Workplan), dated 7 September 1988. Region 1 of the State Department of <br /> Health Services (State DHS) approved the Workplan with the understanding that specific <br /> items addressed in their 3 October 1988 letter to AEMC would be incorporated into the <br /> investigation program. <br /> Since 1984 Beck has owned the subject 45-acre parcel, located northeast of the intersection <br /> of the Southern Pacific Transportation Co. right-of-way and Corral Hollow Road in Tracy, <br /> California. Refer to the Site Location Map presented on Figure 1. From 1926 to 1945 <br /> Southern Pacific Transportation Co. owned and operated a 3,000,000-barrel reservoir on <br /> the subject parcel for the regional storage of steam-locomotive fuel oil. Current <br /> environmental and public health issues related to the fuel residue remaining in this <br /> reservoir are the focus of the site investigation. <br /> Beck proposes to establish low-density single family homes on the property. Given the <br /> impractibility of excavating/removing the reservoir and oil residue, Beck plans to institute <br /> land use restrictions (i.e., excavations, pools, landscaping, etc.) in the design and <br /> implementation of the residential development. The City of Tracy plans to purchase a <br /> portion of the parcel for construction of the Schulte Road Extension. The Tracy School <br /> District plans to purchase est. 13 acres on the north portion of the parcel for a school <br /> playground. Refer to the Proposed Land Use Map presented on Figure 6 for a description <br /> of the proposed property uses. Implementation of these land use projects have been placed <br /> on hold pending the State DHS determination on the environmental issues. <br /> Since 1986, AEMC has conducted soil and groundwater investigations at the Beck property <br /> and has concluded that the fuel residues remaining at the property do not pose a threat to <br /> the environment or to the public's health and safety. AEMC has continued to view the <br /> reservoir and fuel residues as a nuisance situation that could easily be mitigated by Beck <br /> r1bec-01(2) Page 1 <br />
