Working To Restore Nature
1710 Main Street
Escalon, CA 95320
Phone: (209) 838-3507
FAX: (209) 838-3509 i ,{ + s rel 8, 1993
•c?x
Ms. Linda Turkatte APR 12 1993
San Joaquin County Public Health Services ENVIRONMENTAL HEALTH
Environmental Health Division PERMIT/SERVICES
P.O. Box 2009
Stockton, CA 95201
RE: Workplan for Soil Excavation, 11th Street, Tracy, CA
Dear Ms. Turkatte:
This letter will serve as a Workplan for soil excavation to be conducted at the above referenced
site. Petroleum hydrocarbon impacted soils were encountered during road construction activities
on April 16, 1993. The impacted area was immediately backfilled. Based upon the fact that
petroleum hydrocarbon contamination was left in place, RESNA Industries, on behalf of the City
of Tracy, proposes the removal of the impacted soil.
The following scope of work will be performed under the supervision of RESNA personnel in
accordance with the Site Safety and Health Plan (Attachment 1).
To prevent residual petroleum hydrocarbon contaminants in the soil from acting as a possible
source of degradation to the groundwater, impacted soil will be excavated. A Photoionization
Detector (PID) will be used during excavation to assist in evaluating the lateral extent of soil
impaction. Excavated soil will be underlain and covered with plastic sheeting.
Following excavation, confirmation sidewall samples will be collected at 20 foot intervals. At
least one sample will be collected from the floor of the excavation. The exact number and
locations of the samples will be determined in the field under direction of San Joaquin County
Environmental Health Division.
All verification soil samples will be collected and transported in accordance with RESNA's
Quality Assurance/Quality Control Plan (Attachment 2). The soil will be collected into
prewashed brass liners. Each liner will be sealed with a Teflon sheet and plastic caps, sealed
in air-tight bags, and preserved on ice pending shipment to a State-certified laboratory.
WP0493.MRM
