Sample locations
are shown on Figure 2, Site Plan. A sample from each end of the trench was submitted to
RESNA Environmental Laboratory (FLAP No. 1211) for analysis of total petroleum
hydrocarbons as diesel (TPHD) and benzene, toluene, ethylbenzene, and xylenes (BTEX) using
EPA methods 8015 and 8020, respectively.
Laboratory results indicated that the samples did not contain TPHD or BTEX at or above method
detection limits. Also, the sample chromatograms did not indicate the presence of higher boiling
point compounds. Field observation notes indicated that samples CT-SS 1, CT-SS2, and CT-SS3
exhibited strong odors. After the conflicting laboratory results were received, verification of
field observations was made by re-examining sample CT-SS2. The sample was allowed to thaw
prior to being uncapped. An obvious diesel odor was present in the sample. The soil sampling
report, laboratory data sheets, QA/QC data, and chain-of-custody documentation are included
in Attachment 1.
RESNA recommends that activities related to the installation of the telephone lines be resumed.
However, since a discrepancy exists between the laboratory results and field observations,
including the obvious diesel odor present in sample CT-SS2, RESNA recommends that air
monitoring be performed during trenching activities to ensure that workers are not exposed to
possible chemical health hazards. Additionally, if hydrocarbon impacted soils are obviously
encountered during trenching activities, RESNA recommends that the soils be removed from
the trench. After removal the soil may be transported to the City's Land Treatment Facility
located at the Tracy Municipal Airport and placed into a treatment cell and covered securely
SSR1393.FNL
