The EHD directed that the risk
to human heath posed by the site specific conditions be adequately addressed and that a
response be submitted to the EHD by 09 August 2013. The impediments to closure included:
• The nearest on-site domestic well is approximately ten feet from the northern-most of
the three former underground storage tank locations and this site is not within the
service area of a public water system;
• The nearest on-site domestic well is approximately forty-five feet from the soil most
intensely impacted by petroleum hydrocarbon contamination;
• Total petroleum hydrocarbons as aviation gasoline (TPH-ag) were detected at 6,400
milligrams per kilogram (mg/kg) at approximately three feet below surface grade (bsg) in
soil sample P-4 on 18 June 1999 and remedial efforts have not been implemented; and
• High concentrations of TPH-ag, benzene, toluene, and ethylbenzene were detected in
soil gas samples collected from soil vapor samples V100 through V102 in August 2012;
this followed the collection of soil gas samples in March 2009 in which TPH-ag was
detected at 1,960,000 micrograms per cubic meter (Ng/m3), 73,500 pg/m3, and 138,000
Ng/m3 in soil gas samples V6, V7 and V8, respectively (well above the ESL of 29,000
Ng/m)•
It has been over a year and the EHD has not received either a technical demonstration that the
above-listed items are not a potential threat to human health, groundwater, or the environment,
or a proposal for addressing them. You are now directed to respond to this department within
thirty days of the date of this letter regarding these issues.
