CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-804 <br /> MONITORING AND REPORTING PROGRAM <br /> FOR <br /> DALLAS CORPORATION, DBA OVERHEAD/LODI DOOR COMPANY <br /> SAN JOAQUIN CO. <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Regional Board) finds that: <br /> 1 . The Dallas Corporation, dba Overhead/Lodi Door Company (hereafter <br /> Discharger) discharged process wastes, from the manufacturing of <br /> galvanized steel doors and associated hardware components, to an unlined <br /> surface impoundment at its facility in Lodi . <br /> 2. The contents of the surface impoundment were determined to be hazardous <br /> and the impoundment is regulated under the Toxic Pits Cleanup Act. <br /> 3. Field investigations have shown that hazardous waste constituents have <br /> migrated into subsoils, and possibly to ground water. <br /> 4. Section 13267 of the California Water Code grants the Regional Board the <br /> authority to require submission of technical reports from any person <br /> discharging wastes which could affect the quality of waters in the region, <br /> providing the request is reasonable when compared to the need for and <br /> benefits to be obtained from the reports. <br /> IT IS HEREBY ORDERED, pursuant to Section 13267 of the California Water Code, <br /> that the Discharger shall furnish, under penalty of perjury, monitoring program <br /> reports as specified below. <br /> Monitoring of ground water surface elevations and water quality shall be <br /> performed quarterly, beginning July 1990. All monitoring shall include wells MW- <br /> 1 , MW-2, MW-3, MW-4, MW-5 and MW-6. Specific details of monitoring and reporting <br /> are as follows: <br /> GROUND WATER MONITORING <br /> 1 . The following water level measurements shall be made for each well . <br /> a. Depth to water under static conditions measured tc :he nearest 0.01 <br /> ft. <br /> b. Depth to water after pumping measured to the nearest 0.01 ft. <br /> 2. The following records shall be made for purging of each well . <br /> a. Purge pumping rate. <br /> b. Total volume of water purged. <br />
