*MEMORANDUM •
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS: 8-495-5600
TO: Greg K. Vaughn FROM: John K. Woodling
Sr. Engineer, TPCA Unit Eng. Geologist, TPCA Unit
C4416,f,e -,,
DATE: 11 May 1988 SIGNATURE:
SUBJECT: Review of HAR for Overhead/Lodi Dooo. (O/LDC) surface
impoundment
The following are comments on the "Hydrogeological Assessment Report
for the Dallas Corporation, dba Overhead/Lodi Door Company Surface
Impoundment" . The comments follow the organization of the RAR and
the "Outline of Hydrogeological Assessment Report. "
I Identification of Facility and Impoundment
This section is adequate to satisfy requirements.
II. Report Preparation
This section is adequate to satisfy requirements.
III. Waste Characteristics
Table 3 . 3 . 1 reports many volatile organic chemicals used in the
door manufacturing process. No volatile organic analysis was
conducted in the initial pond waste characterization, however.
Ground water samples from the four monitoring wells should therefore
be analyzed for volatile organic compounds on at least a one-time
basis.
Extractable organic compound and priority pollutant metals
concentrations are compared, on pages 3 . 3-3 and 3 . 3-5, to designated
levels. This use of designated levels is erroneous. The designated
level for a particular constituent is a site specific value, which
must be derived on the basis of a thorough understanding of local
hydrogeological characteristics and contaminant behavior. The
values cited in the HAR appear to be the illustrative examples
presented in, "The Designated Level Methodology" .
