� w <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> DALLAS CORPORATION, DBA OVERHEAD/LODI DOOR COMPANY, <br /> LODI, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . The Dallas Corporation, dba Overhead/Lodi Door Company (hereafter C <br /> Discharger) owns and operated a door manufacturing facility in Lodi, San <br /> Joaquin County, in the NW 1/4 of the SE 1/4 of Section 6, T3N, R7E, MDB&M. <br /> 2. The nine acre facility is at 1220 E. Victor Road (Highway 12) , near Cluff <br /> Avenue, and is surrounded by a mixture of industrial , commercial , and n <br /> residential property. w <br /> 3. Ground water beneath the facility is roughly 59 feet below ground surface. <br /> The water table has dropped almost 16 feet from December 1985 to <br /> December 1991 . The ground water flow direction in the first water bearing <br /> zone has varied over the last six years. However, it is generally in a <br /> southwatereinyto San Joaquinsterly County dare municipale beneficial and domestic,uses of theirrigation,9round <br /> stock <br /> watering, process and service supply. <br /> 4. The nearest surface water body is the Mokelumne River, which is less than <br /> one mile north of the facility. <br /> 5. The Discharger has historically operated an unlined surface impoundment <br /> containing surface water runoff, liquid and solid paint residue, process <br /> wastes generated from the manufacturing of galvanized steel doors and <br /> associated hardware components, and possibly spent solvents. The surface <br /> impoundmeconstruction functioned <br /> nat <br /> tlinbasin and onaround1960. Theimpoundment measuredo87tfeet pbyd70sfeet and <br /> 10 feet deep. <br /> 6. The contents of the impoundment were sampled in April 1985 by the <br /> Department of Health Services (DHS) . Both pond water and bottom sludge <br /> samples were collected and analyzed. Concentrations of nickel in the <br /> impoundment sludges exceeded the total and soluble threshold limit <br /> concentrations (TTLC and STLC) of 2000 mg/kg and 20 mg/1 , respectively. <br /> Zinc concentrations did not exceed the TTLC of 5000 mg/kg, but did exceed <br /> the STLC of 250 mg/1 . Chromium and lead concentrations were elevated, but <br /> below their respective TTLC and STLC values. <br /> 7. Concentrations of metals above TTLC and STLC are considered hazardous <br /> ter <br /> according to the toxicity criia established in Article 17, Title 22 of <br />
