ITEM: 6 z ;
SUBJECT: Dallas CorporatioE E 61 8veHead/Lodi Door Company -
Cons iderati01i11pfR(§W F and A6ateTent Order
REPORT: The Dallas Corporffi-Jd5Wi4irhead/Lodi Door Company
(hereafter Discharger) owns and operated a door
manufacturing facility in Lodi . The Discharger
historically operated an unlined surface impoundment
containing surface water runoff, liquid and solid paint
residue, process wastes generated from the manufacturing
of galvanized steel doors and associated hardware
components, and possibly spent solvents. The surface
impoundment functioned as a settling basin and evaporation
pond, since its construction around 1960. The Lodi
facility is no longer in operation.
The contents of the surface impoundment were sampled in
April 1985 by the Department of Health Services. The
surface impoundment contained hazardous concentrations of
nickel and zinc. Chromium and lead concentrations were
elevated, but not at hazardous levels. The impoundment
was found to be subject to TPCA in November 1985.
Impoundment closure was completed in November 1990. The
Discharger satisfied the requirements of the TPCA and was
removed from the program in December 1990.
Six monitoring wells have been installed at the facility.
Concentrations of chromium have remained at or below
detection limits in the upgradient well , but have been
above the primary MCL in two downgradient wells. The
current monitoring system is inadequate to determine the
extent of the ground water pollution plume.
RECOMMENDATION: Adopt the proposed Cleanup and Abatement Order. The Order
will require the Discharger to investigate the extent of
the ground water pollution plume and implement ground
water cleanup.
