ITEM: 6 z ; <br /> SUBJECT: Dallas CorporatioE E 61 8veHead/Lodi Door Company - <br /> Cons iderati01i11pfR(§W F and A6ateTent Order <br /> REPORT: The Dallas Corporffi-Jd5W�i4irhead/Lodi Door Company <br /> (hereafter Discharger) owns and operated a door <br /> manufacturing facility in Lodi . The Discharger <br /> historically operated an unlined surface impoundment <br /> containing surface water runoff, liquid and solid paint <br /> residue, process wastes generated from the manufacturing <br /> of galvanized steel doors and associated hardware <br /> components, and possibly spent solvents. The surface <br /> impoundment functioned as a settling basin and evaporation <br /> pond, since its construction around 1960. The Lodi <br /> facility is no longer in operation. <br /> The contents of the surface impoundment were sampled in <br /> April 1985 by the Department of Health Services. The <br /> surface impoundment contained hazardous concentrations of <br /> nickel and zinc. Chromium and lead concentrations were <br /> elevated, but not at hazardous levels. The impoundment <br /> was found to be subject to TPCA in November 1985. <br /> Impoundment closure was completed in November 1990. The <br /> Discharger satisfied the requirements of the TPCA and was <br /> removed from the program in December 1990. <br /> Six monitoring wells have been installed at the facility. <br /> Concentrations of chromium have remained at or below <br /> detection limits in the upgradient well , but have been <br /> above the primary MCL in two downgradient wells. The <br /> current monitoring system is inadequate to determine the <br /> extent of the ground water pollution plume. <br /> RECOMMENDATION: Adopt the proposed Cleanup and Abatement Order. The Order <br /> will require the Discharger to investigate the extent of <br /> the ground water pollution plume and implement ground <br /> water cleanup. <br />
