Our comments are enclosed . These comments relate only to the adequacy of <br /> information presented in the closure plan in satisfying the HAR requirements, as <br /> specified in Section 25208.8(f) of the Toxic Pits Cleanup Act (TPCA) , not to the <br /> proposed method of closure. A completed HAR is essential before final closure <br /> plans can be accepted. <br /> We realize that the closure plan was not specifically prepared in order to satisfy <br /> the HAR requirements, but we find that the information in the closure plan falls <br /> short of HAR requirements in many areas. Additionally, some of the work proposed <br /> in your earlier HAR work plan is not presented in the closure plan. Due to the <br /> magnitude of these inadequacies, a detailed review of the closure plan was not <br /> undertaken. We enclose the comments, however, to assist O/LDC in completing an <br /> acceptable HAR by the deadline of 1 October 1987. <br /> Please review these comments and prepare a revised HAR work plan which fully <br /> addresses the HAR requirements. This plan should be submitted to us by 9 June <br /> 1987.
