KLEINFELDER & ASSOCIATES <br /> PROPOSAL FOR ENVIRONMENTAL COMPLIANCE SERVICES <br /> OVERHEAD/LODI DOOR <br /> LODI, CALIFORNIA <br /> OCTOBER 24, 1985 <br /> INTRODUCTION <br /> This proposal is for providing Overhead/Lodi Door consulting environmental ser- <br /> vices to develop and carryout a comprehensive program to bring the Lodi manufac- <br /> turing facility into compliance with federal and State environmental <br /> regulations. Our proposed program includes: <br /> o Evaluating current operations for conformance with statutory requirements of <br /> Chapter 30, Division 4, Title 22, California Administrative Code (CAC); <br /> Chapter 3, Subchapters 9 and 15, Title 23, CAC; Chapter 6.5, Division 20, <br /> Health and Safety Code including Section 25122.7 and Article 9.5 as amended <br /> by AB3566 (Katz bill); and 40 CFR Parts 260-265 (Resource Conservation and <br /> Recovery Act [RCRAD including the 1985 amendments. <br /> o Assessing the alleged violations cited in the California Department of <br /> Health Services (DOHS) letter of June 24, 1985, to properly respond to regu- <br /> latory requirements. <br /> o Preparing RCRA Part A application and Section 66471 Compliance Report. <br /> o Developing corrective actions and schedule for regulatory conformance in <br /> close coordination with the DOHS, Central Valley Regional Water Quality <br /> Control Board (WQCB), and San Joaquin Health Department. <br /> o Developing a cost-effective hazardous waste management program for <br /> Overhead/Lodi Door. The management plan will set forth record keeping <br /> requirements, container management, labeling and manifesting procedures, <br /> contingency plans and emergency procedures, employee training programs, <br /> reporting guidelines and procedures, and inspection procedures. <br />
