El Dorado Street <br />Stockton, CA 94206 <br />Re- Inspection by San Joaquin County Environmental Health Department <br />Dear Jack.- <br />At <br />ack: <br />At your request, I have investigated preparing a tank and secondary containment <br />certification for your El Dorado Terminal storage facility. The inspection report <br />from Mr. Von Flue dated 6/26/07 noted a need for this certification. <br />The tanks appear to meet the requirements for certification, but the secondary <br />containment requires modification before it can be certified. My <br />recommendations are as follows: <br />1. Sodium. hydroxide storage — 3000 gal. tank - repair the containment area <br />(already completed), install seismic restraints on the tank, and use the entire <br />containment area (9 ft. x 24 ft- 8 in. x 2.5 ft. high for caustic storage. This will <br />meet the requirements for 3000 gals capacity plus storm water from a 50 year <br />storm. <br />2. Wastewater storage — 10,500 gal rinse water + 7500 gal cone bottom tank- The <br />existing containment area is too small. I suggest cutting a hole in the wall <br />separating this area from the adjacent area containing a 5000 gal tank + a 7500 gal <br />cone bottom tank. This will make a single containment area of 29 ft. 8 in. x 24 ft. <br />8 in x 2 ft. high- Part of this wall is 2 ft. high, and part is 2 ft. 8 in. high. It will be <br />necessary to increase the 2 ft. section to 2 ft. 8 in, to meet the storage <br />requirements. If this impractical for any reason, an alternative would be to remove <br />the 10,500 gal tank and replace it with one no larger than 7000 gals. This would <br />provide the required containment volume, including 50 yr storm. <br />3. While an argument can be made that the wastewater is simply rinse water from <br />trailers containing very small concentrations of chemicals (mostly food products <br />or acids or bases), and such is not hazardous and should not require seismic <br />restraints, I believe that they should be provided for the wastewater tanks to meet <br />the storage guidelines. This leaves only the cone bottom tanks. These tanks are <br />mounted in structural supports purchased with the tanks- The structural supports <br />on these two tanks do not meet seismic design criteria. However, in this case, <br />since the cone bottom tanks are used to settle flour, I do not believe that the <br />expense to replace the supports with seismic supports is justified, and will state <br />this view in the certification, <br />P.
